MINUTES ALPINE COUNTY REDISTRICTING ADVISORY COMMISSION SPECIAL MEETING November 10, 2021 1:00 pm Alpine County Government Center 99 Water Street, Markleeville, CA Join Zoom Meeting (669) 900 9128 Meeting ID: 935 4863 9142 COMMISSION MEMBERS: Beverly Crawford, District 1 I William Young, District 1 I Brian Peters, District 2 I Jeanne Lear, District 2 I Stacey James, District 3 I Eric Jung, District 4 I Kathleen Fox-Williams, District 5 The public is invited and encouraged to participate in all meetings of the Alpine County Redistricting Advisory Commission. CALL TO ORDER/ROLL CALL Chair Lear called the meeting to order at 1:00 am with Commissioners, Bill Young, Brian Peters, and Jeanne Lear, Stacey James (1:112pm) present in person and Commissioners, Eric Jung and Beverly Crawford (1:07pm), Kathleen Fox-Williams (1:11pm) via Zoom. 2. PUBLIC COMMENT 2.1 Opportunity for the Public to provide information and input. Chair Lear reported that public comments were in the agenda packet. 3. MINUTES 3.1 Approve meeting minutes of October 28, 2021. This item was continued. 4. NEW BUSINESS 4.1 Review and discussion to approve draft Map(s) submission for the Board’s consideration. Chair Lear and Commissioner James gave a presentation at the Hung a Lel Ti Community Council meeting; they were aware that Carson River Road was not included in District 3. The Commission discussed the Board of Supervisors decision that Option 2 was deemed illegal; there was no explanation as to why. The Commission discussed that Option 2 kept the Community of Interest of Chambers Lane together. Deputy County Counsel Carolyn Walker reported that the reasoning stated was that it diluted the Native Community; and to consider as much as possible. James stated that Hung a Lel Ti was a complete community in Option 1 and Option 2. The Commission discussed reintroducing Option 2 as a recommended map that was inclusive of the Community of Interest; Counsel concurred. Young explained that both Options passed the Integrity test. Fox-Williams reiterated that Chambers Lane was a Community of Interest and recommended keeping it together. Chair Lear reported that she created another option for District 3 that included Carson River Rd and not Chambers Lane, but needed clarification from Counsel if the area was continuous. MOTION Peters / SECOND Young to submit Option 1, Option 2 and Option 3 to the Board of Supervisors with the preference of Option 1.
