County of Alpine Adopted: April 12, 2011 BEHAVIORAL HEALTH SERVICES COORDINATOR DEFINITION Under direction of the Director of Mental Health, to perform a wide range of supervisory and administrative duties, including preparing and monitoring budgets and State reporting; contract administration including administration of contracted and County-operated mental health programs; participate in recommending, developing and implementing mental health programs, formulating and implementing of administrative policies and procedures; supervision of programs and functions that are County-wide and department-wide in nature; evaluation of services and programs; and perform related work as assigned. CLASS CHARACTERISTICS The Mental Health Services Coordinator is used in a wide variety of mental health programs, services, and activities coordination including: community clinics; case management; general client services; contracted service providers; continuing care; children's services; elderly/minority services; program planning and evaluation; inpatient treatment;and crisis intervention. This is a single-position classification responsible for implementing and maintaining the budget process, fiscal recordkeeping and reporting operations at the departmental level; accounting, financial reporting, personnel processing, contract monitoring or related services and functions. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following: Develops grant applications and program proposals to obtain state and federal funding for mental health programs. Reviews mental health program proposals and plans to determine time frames and funding limitations; develops recommendations for accomplishing program objectives, staffing requirements, and allotment of funds to various program components. Negotiates with service providers regarding procedures, costs, and other contract matters. Supervises technical and administrative staff, including interviewing and selection, training, assigning and reviewing work, scheduling work, evaluating work, and other personnel matters; Coordinates and consults with other public and private mental health care providers and community organizations regarding program priorities, procedures and services. Develops and participates in developing policies, procedures and protocols; ensures program staff's awareness and compliance. Maintains current knowledge of federal, state and local laws and regulations which govern the assigned programs and services; disseminates this information to and ensures compliance by subordinates. Plans, organizes, conducts and participates in training and in-service education programs for medical and other staff. ---PAGE BREAK--- Page 2 Represents the department before boards and committees, in public meetings, and to other government agencies in specific area of assignment; serves on and/or is the staff person assigned to committees and groups involved in specific program assignment. Serves as a central resource for department staff, other County departments, other public and private agencies, and the public regarding specific program assignment. Ensures, through subordinates, that physical facilities and equipment are properly maintained and operating to meet safety, security, sanitation and medical requirements. Prepares and monitors budget for department, coordinates data collection, prepares final budget with justifications, coordinates and participates in the ongoing budget monitoring process. Maintains department’s fiscal operations; tracks and monitors expenditures; approves payments; verifies payroll data and produces financial reports. Prepares State reports and acts as a liaison with State Agencies, including Alcohol and Drug. Assists in the development and implementation of department goals and objectives; establishes schedules and methods for assigned administrative functions. Maintains data, records and documentation on manual and electronic information systems; analyzes possible software applications for a variety of fiscal and administrative processes. Designs and recommends systems, procedures, forms and instructions for internal departmental use. Conducts research and prepares correspondence, reports and other documentation as necessary and upon request. Ensure compliance with Federal, State, and local laws and regulations. MINIMUM QUALIFICATIONS Knowledge of: General knowledge of accounting principles, including accounts payable/receivable, claims for payment and employee time accruals Proficient in the use of software programs such as Microsoft Word, Excel and Powerpoint. Principles and accepted methods of public and business administration with special reference to organization, fiscal, contract and budget administration. Principles of financial administration, including public budgeting, financial forecasting and financial analysis. Principles and practices of public administration and principles of organization, management and staffing. ---PAGE BREAK--- Page 3 Applicable computer systems, including word processing, database and spreadsheet programs. Pertinent local, state and federal laws, guidelines and regulations. Maintenance of files and information retrieval systems. Complex math, statistical and accounting principles and procedures. Basic office practices, procedures and equipment. English usage, spelling, punctuation and grammar for written and oral communications; business letter writing and report preparation. Ability to: Plan, organize, administer, review and evaluate County and department procedures for contract and grants management, and related administrative support activities. Analyze complex and sensitive administrative, budgetary, operational and organizational issues related to contracts and grants, evaluate alternatives reaching sound conclusions. Prepare and present clear, concise reports, presentations, correspondence and documents required in the course of the work. Prepare and analyze financial and statistical data, tables and charts and perform mathematical calculations and cost-benefit analysis. Communicate clearly and effectively, both orally and in writing. Maintain accurate records and files. Develop, organize, coordinate and implement multiple projects and responsibilities, meeting established time requirements. Exercise sound independent judgment within established guidelines. Represent the County in a positive and effective manner with internal and external contacts. Establish and maintain effective working relationships with those contacted in the course of the work. Education: High school diploma or GED equivalent supplemented by technical or college-level courses in business or office administration, records management or closely related subjects. ---PAGE BREAK--- Page 4 Experience: Five years of increasingly responsible fiscal administrative experience in personnel, risk management, budgeting, accounting and/or fiscal control and analysis which has included ensuring compliance with all required laws, ordinances and policies, preparation, and analyses. Experience in a public agency setting is required. Other Requirements: Possession of a valid driver’s license. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen. Tasks may require extended periods of time at a keyboard or workstation.
