75C Diamond Valley Road, Markleeville, CA 96120 (530) 694-1816 / Fax (530) 694-2387 Web Page - http://www.alpinecountyca.gov Gail St.James Director Behavioral Health COUNTY OF ALPINE Behavioral Health REQUEST FOR BID/PROPOSAL All-Wheel Drive Multi-Passenger Vehicle Introduction As part of the Mental Health Services Act (MHSA) plan and as part of the service delivery system, Alpine County Behavioral Health Services (ACBHS) provides transportation to clients and residents of Alpine County. Vehicles that accommodate residents with a variety of needs are required to provide that transportation. Alpine County is a unique county in that it is the smallest county by population in the entire state of California (roughly 1100 people total), spread out over 743 square miles, in 5 distinct communities. This equals out to 1.6 persons per square mile. Alpine County is considered a “frontier county”, which greatly affects the availability of transportation. To assist in meeting transportation needs for clients and residents of Alpine County, ACBHS is soliciting proposals from vendors (vehicle dealerships) to provide a multi-passenger vehicle that meets the requirements set forth in this Request for Proposal (RFP). Vehicle Requirements Pick-up specifications for all-wheel or 4-wheel drive multi-passenger vehicle are minimum specifications and are not to supersede or exclude any basic equipment normally included on a vehicle of this type. The vehicle must meet all state and federal standards and regulations in effect at the delivery date. Required features: 1. Multi-passenger vehicle (minimum of 8 occupants) 2. All-Wheel or 4-Wheel Drive 3. Running board or easy step up access 4. Vinyl seats and flooring 5. Air conditioning 6. Automatic transmission 7. Am/FM stereo with clock 8. Silver exterior Desired features: 1. Access to rear seating from both sides of the vehicle 2. Back up camera 3. High roof to allow standing or easier mobility inside the vehicle (dependent on cost) ---PAGE BREAK--- Proposal Requirements The proposal for a multi-passenger vehicle must include, at a minimum, the following: 1. All prices and notations must be typewritten or printed in ink. No erasures permitted. Mistakes may be crossed out and corrections made adjacent, and must be initialed in ink by the person signing the bid. 2. State the brand of manufacture and model number of each item bid. If you are bidding manufacture and model other than that specified, attach specifications sheets for alternate product(s). Use of a brand name as part of specification by the County is not intended to restrict competition, but should be considered a point of reference in terms of product quality and design. 3. Quote on each item separately. Prices should be stated in units specified herein. 4. The County recognizes that price is only one of several criteria to be used in judging a product or service, and the County is not legally bound to accept the lowest bid. 5. Verify your bids before submission, as they cannot be withdrawn or corrected after submittal. 6. Unless otherwise specified, the prices herein shall include California sales tax at the rate of 7.25%. 7. Bid must be signed by a responsible officer or employee of the Vendor’s firm. Obligations assumed by such signatures must be fulfilled. 8. No charge for packing, drayage, or for any other purpose will be allowed over and above the prices quoted by the Vendor. 9. The County reserves the right, unless otherwise stated, to accept or reject any or all bids, or any part thereof, either separately or as a whole, or to waive any informality in a bid. 10. Quotations are subject to acceptance at any time within 60 days after receiving of same, unless otherwise stipulated. 11. Vendor’s response to this request is to be on the basis that all items bid are guaranteed equal in quality and pattern to those specified and that any item purchased as equivalent and found not acceptable to the using department may be returned for full credit. 12. The Vendor guarantees that the goods supplied in response to this Request for Bid and any purchase resulting from same will meet all the express warranties and the implied warrants of merchantability and fitness for the intended purpose(s). The Vendor assumes responsibility for damages caused by any defective units supplied and/or breach of these warranties, including incidental and consequential damages that may arise. 13. Cost of transportation, handling, and/or inspection on deliveries which do not meet the specifications shall be the responsibility of the vendor. 14. Assignment of the agreement by the Vendor to other suppliers/contractors must be approved by the Director of Behavioral Health Services in writing: County of Alpine – Behavioral Health Services REQUEST FOR BID All-Wheel Drive Multi-Passenger Vehicle November 2019 15. The Vendor shall hold the County of Alpine, its officers, agents, servants, and employees harmless and defend same from liability of any nature or kind on account of use of any copyrighted composition, secret process, patented or un-patented invention, article or appliance furnished or used under this bid. 16. Vendor agrees to comply with Title VII of the Civil Rights Act of 1964, the California Fair Employment and Housing Act, Equal Opportunity, and other applicable Federal, State, ---PAGE BREAK--- and County laws, regulations and policies relating to equal employment, ADA and contracting opportunities, including laws and regulations hereafter enacted. The articles covered by this bid must conform to safety orders of OSHA and CALOSHA. 17. Prevailing wages: Where labor is required for public work as a part of any requirements covered by this request for bid, pursuant to the provisions of the Labor Code of the State of California. Vendor shall pay no less than those minimum wages. 18. Conflict of Interest: Your signature hereon certifies that no County employee, whose position in the County service enables them to influence any award of your offer or any competing offer, shall have any direct or indirect financial interest in any transaction resulting from this Request for Bids. 19. Improper Consideration: Vendor shall not offer, either directly or through an intermediary, any improper consideration such as, but not limited to: cash, discounts, service the provision of travel or entertainment, or any terms of value to any officer, employee or agent of the County in an attempt to secure favorable treatment regarding the award of this bid. Vendor shall immediately report any attempt by County officer employee or agent to solicit, either directly or through an intermediary, improper consideration from Vendor. The report shall be made to the Director of Behavioral Health Services. 20. Drug-Free Workplace: Vendor is in compliance with the Drug-Free Workplace Act of 1990 and has actions in place in accordance with Government Code Section 8335. 21. This Request for Bid is not an order. This requires is a solicitation only, and is not intended or to be construed as an offer to enter into any contract or other agreement. No acquisition can be made from this Request for Bid without written confirmation from the Director of Behavioral Health or designated County representative responsible for solicitation of the bid. 22. There will be no public opening or reading of this bid. 23. Vendor represents that the process quoted to the County in this bid do not exceed existing selling prices to other customers for the same or substantially similar items or services for comparable quantities under similar terms and conditions. 24. Bids will be accepted up to the date and time specified herein. 25. All bids submitted must include an itemized product list detailing each feature, costs for each individual feature, sales tax and total cost. 26. All bids submitted must include an estimated delivery date and manner of delivery (e.g. delivery of the vehicle to Alpine County). Rejection of Bids In its discretion, the Alpine County Board of Supervisors or its designee may reject any and all bids presented, may accept an item or group of items of any bid, may modify or cancel in whole or in part the notice inviting bids, and may determine to re-advertise for bids. Similarly, the Board of Supervisors or its designee reserves the right to waive informalities and minor irregularities in any bids received. (Ord. 726 § 1 (part), 2018: Ord. 714 § 1 (part), 2015). Tie Bids If two or more bids received are for the same total amount or unit price, quality and service being equal, the Board of Supervisors or its designee may accept the one it chooses or accept the lowest bid made after negotiation with tie bidders. Provide all requested information along with a detailed list of the specs of the vehicle and an outline of the process/timeline to obtain/deliver the vehicle. Justification: Detail ability to meet all requirements listed herein. NOTE: If a dealership has more than one vehicle to be offered as an option, a separate bid for each vehicle is required. The proposal may be completed electronically, but must be a scanned copy of a signed original for submittal. Fax and postmarks not accepted. Please be aware that due to our location, overnight delivery services may not be reliable. If submitting the proposal in hard copy, please submit one signed original proposal and two copies. Selection Process The review panel will select the most qualified proposal that meets the County’s needs. The project will be awarded to the selected Dealership.
