CALL TO ORDER/ROLL CALL Chair Lear called the meeting to order at 1:16 pm with Commissioners Bill Young, Brian Peters, and Jeanne Lear present in person and Commissioners Beverly Crawford, Eric Jung and Kathleen Fox- Williams present via Zoom. Commissioner Stacey James arrived at 1:56 pm. 2. PUBLIC COMMENT 2.1 Opportunity for the Public to provide information and input. None. 3. MINUTES 3.1 Approve meeting minutes of July 19, 2021 MOTION Jung / SECOND Peters approving the meeting minutes of July 19, 2021. AYES: Crawford, Young, Peters, Lear, Jung, Fox-Williams, ABSENT: James MOTION CARRIED. 4. UNFINISHED BUSINESS 4.1 None. 5. NEW BUSINESS 5.1 Discussion and comparison of 2010 Census Map vs. 2020 sample Census Map. Commissioner Young states that without the actual numbers, not much could be deducted from the sample maps. Young reported that the Census Block Maps did not represent neighborhoods which need to be taken into account when discussion communities of interest. Young offered further explanation regarding the way the U.S. Census splits the Census Blocks. Chair Lear reported that the Census website offered a map tool that allowed for zooming in to view roads and geographical features. In response to Commissioner Jung’s question regarding whether or not the Census Blocks could be split up, Chair Lear stated that would be a question for Counsel as well as the ITEM 3.1 ---PAGE BREAK--- Page 2 Item No. Item percentage variable allowable for population differences between districts. County Clerk Teola Tremayne stated that she would reach out to Counsel to get answers to the questions. 5.2 Demonstration of the ESRI Redistricting mapping software by Alpine County Planner Larry Shoemaker. Planner Larry Shoemaker gave a demonstration of the ESRI Redistricting mapping tool. In response to Commissioner Young’s questions regarding who had access to the mapping tool software and whether the maps would be created collectively, Chair Lear asked that Commissioner Peters be the liaison between the Commission and Community Development to create a few draft maps to work from and was hopeful that the drafts would be available for the October 19, 2021 public meeting for review and to take public input. In response to Commissioner Crawford’s question regarding how the Commission would be able to consider public interests without being able to split Census Blocks and keeping in line with the equal distribution of population, Chair Lear stated that anyone could submit their own map to be taken into consideration. Commissioner Peters asked if preliminary maps could be created if the Federal Census numbers were not expected to change much for Alpine County. Chair Lear explained that a public meeting needed to be held to discuss communities of interest and that there would be enough time to hold a second public hearing meeting after the October 19, 2021 meeting. Commissioner Young suggested that Commissioner Peters work with Community Development to create a few preliminary options that can be reviewed, adjusted and narrowed down at future public meetings. 5.3 Discussion regarding public input and map submission. Chair Lear reported that she would be willing to present information at other community meeting to inform and seek more public input including; CSA, KMPUD, School Board, Tribal Meetings etc. and asked the commissioners to let her know of any opportunities. Lear suggested adding an invitation for residents to submit a map with their Community of Interst Survey. Commissioner James reported that the Washoe Tribe Community Council met once a month and that she would be willing to join Chair Lear to provide information to the Council at their next meeting. County Clerk Teola Tremayne stated that paper copies of the Community of Interest Surveys would be available at the County Clerk’s Office and that the Clerk’s Office would provide any Commissioners with copies to distribute in their respective communities. 5.4 Commission reports.
