County of Alpine Adopted 05/07/02 Revised 12/2/2014 ASSESSMENT TECHNICIAN DEFINITION Under general supervision, to perform a variety of assignments in the preparation, processing and maintenance of assessment roll information; to assist in calculating assessment and property market values; to create new and modify existing digital maps using AutoCAD; to provide information and assistance to the public; and to perform related duties as assigned. CLASS CHARACTERISTICS This is a single-position classification responsible for processing the County’s assessment roll. An incumbent provides assistance to the public in the daily operations of the Assessor’s Department. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:  Prepares, processes and maintains assessment tax roll information.  Analyzes recorded and legal documents for parcel boundary and/or ownership changes.  Updates and maintains Assessor’s sales databases.  Checks newly recorded property deeds for exemptions and adjustments; updates exemptions.  Updates computer files with information received from various documents, and performs related calculations.  Updates property values in the computer database based on new appraisal information.  Generates supplemental and roll alterations and notifies the public of changes; transmits updated roll to appropriate County offices.  Researches records for information as needed to complete appraisals and assessments; prepares related files, summaries and reports.  Creates and maintains all Assessor parcel maps, County base map and floor plans for the Assessor’s Office; locates and verifies property on existing maps; interprets legal descriptions of property; makes mathematical computations to determine land acreage and area; files recorded maps and maintains cross-indexing of records; compiles and calculates land descriptions for mapping purposes. ---PAGE BREAK--- Assessment Technician Page 2  Creates and/or modifies Assessor Parcel Maps based on new subdivision plats using AutoCAD; corrects surveying errors.  Prepares or assists in preparing a variety of reports required by the County and other government bodies.  Assists the public at the counter and answers the telephone, providing information and assistance with department activities and procedures; sells maps and related documents; assists the public in researching property records.  Assists appraisers by gathering data, taking measurements, preparing sketches and calculating cost-approach appraisals.  Performs routine bookkeeping work, including processing claims, balancing accounts, preparing revenue reports, processing payroll, assisting with budget preparation, and collecting, receipting and recording various fees and payments.  Creates and maintains department web site; provides user training and support.  Performs general clerical work as required, including but not limited to preparing correspondence, copying and filing documents, scanning maps and other documents, entering computer data, processing forms, answering the telephone, etc.  Operates a variety of office and specialized equipment, including but not limited to computers, printers, scanner, digital camera, microfiche reader and printer, digitizer, plotter, copiers, telephone, calculator, etc.  Assists Pubic with recording and document searches.  In the absence of the Account and Recording Technician, examines, records, indexes and images all documents submitted to the Recorder’s Office and fulfill requests for copies of recorded documents including Vital Records. MINIMUM QUALIFICATIONS Knowledge of: Pertinent federal, state and County laws, codes, ordinances, regulations and standards related to appraisal for property tax purposes . Organization and operating procedures of the Assessor’s Office. Basic principles and practices of property appraisal and land economics. Basic understanding of architectural and construction methods. ---PAGE BREAK--- Assessment Technician Page 3 Nomenclature, symbols, methods, practices, techniques and instruments used in manual and computer-aided mapping and drafting. Engineering and surveying mathematics as applied to mapping and drafting work; business mathematics. Property descriptions and related documents. English usage, spelling, grammar and punctuation. Modern office practices and technology. The use of computers and computer software for word and data processing, database management, spreadsheet preparation, and computer-aided drafting (AutoCAD) preferred but not necessary. Record-keeping systems and techniques. Report and letter writing techniques. Ability to: Learn, understand, interpret, explain and apply pertinent federal, state and local laws, rules and regulations. Learn and apply basic principles and techniques of property appraisal. Read and interpret property deeds, descriptions, abstracts, maps, architectural floorplans and other documents. Maintain current and accurate assessment roll information. Use drafting instruments and mapping aids to prepare property and assessment maps. Research property information and perform title searches. Use computers for record-keeping and reporting, and for mapping with AutoCAD software. Understand and follow oral and written instructions. Communicate effectively both orally and in writing. Prepare technical reports with accuracy and in a timely manner. Type or word process at a speed necessary for the successful completion of assigned duties. ---PAGE BREAK--- Assessment Technician Page 4 Safely operate basic office equipment. Establish and maintain effective working relationships with those contacted in the course of work. Deal tactfully and courteously with others in providing information and assistance. Education: High school diploma or GED equivalent supplemented by technical or college-level coursework. Experience: Three years of progressively responsible office and technical experience. Experience in a California county assessor’s office or title company preferred. Other Requirements: Possession of a valid California driver’s license. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
