County of Alpine Approved: 07/06/2021 Library/Museum/Archives Director DEFINITION Under the administrative direction of the County Administrative Officer, to plan, organize, manage, direct, and supervise the functions and activities, programs and services of the County Library, Museum and Archives; to supervise technical and support staff; and to perform related duties as assigned. CLASS CHARACTERISTICS The Library/Museum/Archives Director is a single-position classification responsible for managing library, museum and archive activities in Alpine County. An incumbent supervises staff assigned to the Library and Museum Departments. Responsibilities include directing, coordinating, and supervising the work of staff, preparing and administering the budget, and performing a broad range of professional work. This is an at- will exempt position. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following: Plans, coordinates and directs the services of the County library system, the literacy programs and the County archives. Oversees the Museum Curator and assists with operations of the Alpine Historical Complex, ensuring compliance with the provisions of the Manual of Policies and Procedures as adopted by the Historical Society of Alpine County Board of Directors. Studies and evaluates new library developments and systems; develops short- and long-range plans for library and museum services to effectively meet present and future community needs. Supervises trains and evaluates the performance of library and Museum staff; provides for staff training and development. Prepares and administers assigned budgets with direction from CAO; secures and administers grant funds for program and project funding; participates in fund-raising activities;. Oversees the procurement and maintenance of library and Museum supplies and equipment. Conducts or directs analytical studies of library functions and programs; develops and reviews reports of findings, alternative solutions and recommendations. Develops collection program policy for the Library; supervises and participates in the selection and ordering of library materials. ---PAGE BREAK--- County Librarian Page 2 Manages the interlibrary loan program. Provides guidance and oversight for branch libraries. Personally performs professional library work in all areas, and serves as a back-up for most tasks as needed to provide optimal patron services. Ensures the maintenance of a pleasant and orderly atmosphere in the Museum and library public and work areas. Promotes department services to the public through the preparation and distribution of news releases and newsletters, public presentations, and other promotional efforts. Prepares a variety of periodic and special reports regarding departmental activities. Provides administrative support to the Library Commission. Prepares agenda items for Board of Supervisors meetings; makes presentations to the Board and provides expert advice and assistance to the Board in areas of responsibility. Coordinates department activities with other County departments, government agencies, community and civic organizations as appropriate. Represents the County in meetings with representatives of governmental agencies, professional / business / community organizations, other library organizations, and the public; serves on various commissions, councils and committees as appropriate. Works closely with the Alpine County Historical Society Board of Directors and will attend Historical Society Board meetings. Receives and responds to public inquiries, requests for assistance and complaints regarding department policies, programs and personnel. Performs general administrative duties as required, including but not limited to attending and conducting meetings, preparing reports and correspondence, reviewing mail and literature, processing claims and payroll, etc. MINIMUM QUALIFICATIONS Knowledge of: Pertinent federal, state and County laws, codes, rules, policies and procedures. Principles and practices of professional library work and public library administration. Principles and procedures of collection development, cataloging, classifying and processing library materials. ---PAGE BREAK--- County Librarian Page 3 Archival techniques and management of archival resources. Current library information storage and retrieval systems. Administrative principles and methods, including goal setting, program and budget development and implementation. Organizational practices as applied to the analysis and evaluation of programs, policies and operational needs. Budget preparation and administration methods with direction from the CAO. Fund-raising techniques; grant writing and administration. Principles of supervision and performance evaluation. Public / community relations techniques. Correct English usage, including spelling, grammar, punctuation and vocabulary. Modern office practices and technology, including records maintenance and the use of computers for word and data processing. Basic business arithmetic. Report and letter writing techniques. Ability to: Understand, interpret, explain and apply pertinent federal, state and County laws, codes, rules, policies and procedures. Effectively supervise, train and evaluate the performance of staff. Prepare and administer budgets and grants with direction from the CAO. Analyze documents, data and situations, and take appropriate action regarding procedural matters. Exercise sound independent judgment within general policy guidelines. Communicate clearly and concisely, both orally and in writing. Prepare clear, concise, and competent reports, correspondence and other written materials. ---PAGE BREAK--- County Librarian Page 4 Use computers effectively for basic word and data processing and for library information systems management. Safely operate basic office equipment. Perform required mathematical computations accurately. Effectively and efficiently perform professional library work. Effectively promote department programs and services to the public and develop community support. Establish and maintain effective working relationships with those contacted in the course of the work. Deal constructively with conflict and develop effective resolutions. Represent the County effectively in meetings with others. Work some evenings and weekend days as needed. Education: Graduation from an accredited college or university with a Master’s degree in library science. Experience: Five years of progressively responsible professional library experience. Experience in archival management and library technical services is desirable. Other Requirements: Possession of a valid California driver’s license.
