County of Alpine Adopted: 11/4/2014 DEPUTY TREASURER TAX COLLECTOR DEFINITION Under general supervision, to assist the Supervising Chief Deputy Treasurer-Tax Collector by performing tasks related to county treasury management and tax collection in the Treasurer-Tax Collector Office and to perform related duties as assigned. CLASS CHARACTERISTICS The Deputy Treasurer Tax Collector classification is responsible for performing a variety of accounting functions; and assists with the tax collection process EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following: Performs a variety of complex fiscal, administrative and clerical duties in support of the treasury, tax collection functions within the Finance Department. Issues business licenses and hotel/motel occupancy certificates in compliance with local ordinances Prepares and processes various types of billings, including but not limited to tax and bond billings. Reconciles cleared warrants with daily bank statements. Processes tax payments upon receipt. Receives, counts, receipts, posts and processes monies received; prepares and balances bank deposit permits; reconciles bank accounts daily. Assists in preparing certificates of lien, notices of intent and other forms necessary to facilitate the collection of delinquent taxes. Assists in preparing a variety of reports including but not limited to state reporting and state mandatory publications. Assist with tax sale process Assist with month end closing procedures Responds to inquiries and requests for assistance from County staff, other agencies and the general public. Attends various workshops, seminars, etc., as required or appropriate to enhance job knowledge and skills. ---PAGE BREAK--- Deputy Treasurer Tax Collector Page 2 Performs routine administrative and clerical work as required, including but not limited to attending meetings, preparing correspondence, copying and filing documents, sending and receiving faxes, entering computer data, answering the telephone, processing mail, etc. MINIMUM QUALIFICATIONS Knowledge of: All pertinent federal, state and county laws, codes, ordinances, regulations and standards pertaining to assigned areas of responsibility. Principles and methods of county government administration. Basic accounting, auditing, treausry management and tax collection principles and practices. Collection and billing principles, practices and porcedures. Accounting mathematics and statistical analysis. English usage, spelling, grammar and punctuation. Modern office practices and technology. Information systems technology and specific applications for financial and administrative record-keeping and reporting. Report and letter writing techniques. Ability to: Interpret, analyze and apply pertinent federal, state and local laws, rules and regulations. Keep abreast of trends and requirements in County government financial record keeping and reporting. Manage time and meet deadlines Examine and verify financial documents and reports. Independently plan, organize and execute program, project and training goals and objectives. Analyze problems, evaluate alternatives and make sound recommendations. ---PAGE BREAK--- Deputy Treasurer Tax Collector Page 3 Understand and follow oral and written instructions independently. Establish and maintain effective working relationships with those contacted in the course of work. Communicate effectively both orally and in writing. Use computer programs for financial / administrative record keeping and reporting. Collect, compile and interpret statistical and technical data, and prepare reports using such data. Perform required mathematical computations with accuracy. Safely operate basic office equipment. Education: High school diploma or GED equivalent supplemented by college-level coursework in accounting or closely related field. Experience: Two years of progressively responsible technical, fiscal and accounting experience. Experience working in a Treasurer-Tax Collector-Recorder’s office is highly desirable. Other Requirements: Possession of a valid driver’s license. Tasks may involve extended periods of time at a keyboard or workstation.
