County of Alpine Adopted 05/07/02 CHIEF PROBATION OFFICER DEFINITION Under policy direction of the Presiding Judge of the Superior Court, to plan, direct and coordinate the activities of the County Probation Department; to establish policies and procedures for department functions; to develop and administer the department budget; to establish and maintain liaison to the public; and to perform related duties as assigned. CLASS CHARACTERISTICS The Chief Probation Officer is a single position classification responsible for managing the probation function in Alpine County. An incumbent supervises staff assigned to the Probation Department. This is an at will exempt position. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:  Establishes policies and procedures relating to probation programs for adults and juveniles, ensures that policies and procedures are administered equitably.  Plans and conducts probation services for adults and juveniles; ensures that services are provided according to federal and state laws, local ordinances, rules and regulations; develops plans to satisfy the future needs of the department.  Prepares and administers the Probation Department budget.  Advises and otherwise provides assistance to the Board of Supervisors and other county employees regarding probation-related issues; interprets related laws, regulations and policies.  Conducts studies, prepares and presents reports of complex nature regarding probation activites.  Prepares and submits grant applications as appropriate to secure grant funding for various projects or routine operations; ensures that funds are allocated and expended as stipulated by the grant; prepares periodic reports in application or expense reimbursement.  Selects, supervises and evaluates the performance of assigned technical and clerical staff. Provides for appropriate professional/technical development for staff, and implements disciplinary action as appropriate.  Prepares pre-sentence and bail reports for Superior Court of California, County of Alpine, felony cases, which involves the conduct of interviews and investigations; appears in court for sentencing procedures. ---PAGE BREAK--- Chief Probation Officer Page 2  Prepares affidavits and reports related to probation violations, prepares reports and related recommendations for the disposition of probation cases; prepares petitions and related reports regarding change in pleas.  Performs and prepares civil investigations upon appointment by the Court for various proceedings, such as guardianships, conservatorships, adoptions and family law custody cases.  Administers the County Community Service Program, including supervision of compliance and referral of violations to the Court.  Represents the county, or delegates such authority, in relations with the community, advisory committees, local, state and federal agencies and professional organizations.  May act as on-call officer for juvenile problems, including transporting juveniles and/or adults in custody to juvenile hall or other holding facilities, as necessary.  May arrest probationers for juvenile problems, as necessary, utilizing effective restraining devices and practices in accordance with established state law and county policy.  Performs general administrative duties as required, including but not limited to, attending meetings, preparing reports and correspendence, ordering supplies and equipment, etc. MINIMUM QUALIFICATIONS Knowledge of: Principles, methods, techniques, and services involved in modern probation work, and in the operation of a juvenile home facility. Federal and state laws, local ordinances, and rules and regulations related to probation activities. Community resources necessary to assist in crime and deliquency prevention. Victim/Witness assistance and treatment of clients, including counseling and resource referrals. Administrative principles and methods, including goal setting, planning, program and budget development and implementation. Organizational and management practices as applied to the analysis and evaluation of programs, policies, and operational needs. Principles of supervision, training, and performance evaluation. Modern office practices and technology, including the use of computers for data and word processing. ---PAGE BREAK--- Chief Probation Officer Page 3 English usage, spelling, grammar, and punctuation. Business letter and report writing. Ability to: Interpret, analyze and apply federal, state, and local laws, rules and regulations, policies and procedures pertaining to department administration and operations. Develop, implement and interpret goals, objectives, policies and procedures, and work standards. Prepare and administer a budget. Select, train, supevise and evaluate the performance of assigned staff. Exercise sound independent judgment within general policy guidelines. Establish and maintain effective working relationships with those contacted in the course of the work. Represent the county effectively in meetings with others and make presentations to various groups. Prepare complex records, reports and recommendations. Communicate clearly and concisely, both orally and in writing. Use computers for word and data processing. Education: Graduation from an accredited college or university with a Bachelor’s degree in social welfare, sociology, criminology, or closely related field. Experience: Five years of progressively responsible professional probation experience, including at least two years in a supervisory or management capacity. Other Requirements: Possession of a valid California driver’s license. ---PAGE BREAK--- Chief Probation Officer Page 4 Completion of or ability to complete the California Standards and Training for Corrections (STC) Probation Officer Core Course 173 (Title 15 CCR) within a time frame approved by the County and the Presiding Judge of the Superior Court. Possession of or ability to obtain a Penal Code 832 Certificate within a time-frame approved by the County and the Presiding Judge of the Superior Court. Possession of a CPR-First Aid Certificate is desirable. Respond to call-ins, as necessary, and provide transportation of juvenile defendants to detention or placement facilities in other jurisdictions. .TYPICAL PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Requires the ability to sit at desk and intermittently walk, stand, climb, balance, stoop, kneel, crouch, crawl and reach while performing office duties and/or field work; drive vehicles to meetings and transport juveniles; lift and/or move up to 20 pounds frequently and up to 50 pounds occasionally; possess sufficient physical ability and strength to defend self and deal with potentially violent and/or aggressive individuals; use hand to finger, handle, feel or operate objects, tools and controls. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment and hand tools. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review iformation and enter/retrieve data, to see and read characters on a computer screen.
