County of Alpine Adopted 05/07/02 COUNTY BUILDING OFFICIAL DEFINITION Under the administrative direction of the Alpine County Board of Supervisors, to plan, direct and coordinate the activities of the County Building Department; to oversee the inspection of building construction, alteration and repair and to check plans of proposed construction for conformance to codes; to enforce zoning and building code compliance; to provide expert professional assistance to the Board of Supervisors in areas of responsibility; to establish and maintain liaison with other County personnel and the public; and to perform related duties as assigned. CLASS CHARACTERISTICS This is a single-position classification responsible for the management of the Building Department, which includes programs and activities related to the enforcement of various codes regulating construction, use or occupancy of public and private buildings and structures. This is an at-will, exempt position. EXAMPLES OF DUTIES – Duties may include, but are not limited to, the following:  Plans, organizes, directs and evaluates the programs and activities of the Building Department to ensure the provision of effective and efficient public services.  Interprets and ensures department compliance with all County policies and procedures, standards of quality and safety, and all applicable local, state and federal codes, laws and regulations.  Develops and directs the implementation of goals, objectives, policies, procedures and work standards for the department.  Prepares and administers the department’s annual budget; forecasts resource needs; monitors expenditures.  Selects, supervises and evaluates the performance of assigned staff. Provides for appropriate training and professional / technical development for staff, and implements disciplinary action as appropriate.  Researches and makes recommendations for changes in building and zoning codes as appropriate.  Performs the more complex and difficult inspections of residential and commercial properties during various stages of construction and remodeling to ensure compliance with applicable codes and regulations of County, state and federal agencies; issues permits for work to be performed. ---PAGE BREAK--- County Building Official Page 2  Reviews and approves applications and plans submitted for building permits; ensures conformance to applicable electrical, mechanical, plumbing and other specialty codes and regulations of County, state and federal agencies.  Investigates reported or observed violations of the zoning code, and initiates appropriate action.  Confers with architects, contractors, builders and the general public in the field and office; explains and interprets requirements and restrictions.  Issues notices as necessary to identify corrections required for compliance or to stop work on projects; assists in developing alternative methods of compliance as necessary.  Issues permits for work to be performed and issues certificates of occupancy; receives and receipts related fees.  Participates in the development of plans for County construction projects.  Provides professional and administrative support to the Board of Supervisors and Board of Appeals; provides staff reports and other information and analyses for review by the Boards; prepares agendas for and attends meetings.  Coordinates department activities with other County divisions, departments, government agencies, engineers, contractors, property owners, and other individuals and groups as appropriate.  Represents the department in meetings with representatives of governmental agencies, professional / business / community organizations, and the public.  Receives and responds to inquiries, concerns and complaints regarding department programs and activities.  Performs general administrative and clerical duties as required, including but not limited to attending and conducting meetings, preparing reports and correspondence, compiling data for reports, scheduling appointments, answering the telephone, copying and filing documents, maintaining files, etc. MINIMUM QUALIFICATIONS Knowledge of: All federal, state and county laws, codes, rules, regulations and standards affecting department programs and operations. ---PAGE BREAK--- County Building Official Page 3 Administrative principles and methods, including goal setting, planning, program and budget development and implementation. Organizational and management practices as applied to the analysis and evaluation of programs, policies and operational needs. Principles of supervision, training and performance evaluation. Methods, equipment, tools, materials, and safety standards of building construction. Principles and techniques of building inspection. Principles of structural design and engineering mathematics. Research methods and sources of information related to building code enforcement. Technical, legal and financial issues involved in the conduct of a County building inspection program. Modern office practices and technology, including the use of computers for data and word processing. English usage, spelling, grammar and punctuation. Business letter and report writing. Safe work practices. Ability to: Interpret, analyze and apply federal, state and local codes, laws, rules and regulations, policies and procedures pertaining to department administration and operations. Perform complex building inspections and plan review. Apply technical knowledge and follow proper inspection techniques to examine workmanship and materials, and detect deviations from plans, codes, regulations and standard construction practices. Read and interpret building plans, blueprints, specifications and building codes. Advise on standard construction methods and requirements for residential, commercial and industrial buildings. Make mathematical calculations rapidly and accurately. ---PAGE BREAK--- County Building Official Page 4 Develop, implement and interpret goals, objectives, policies and procedures, and work standards. Analyze complex problems, evaluate alternatives and make sound recommendations in support of goals. Determine work priorities and effectively coordinate and schedule resources and staff to perform activities and projects within time limits. Prepare and administer a budget. Select, train, supervise and evaluate the performance of assigned staff. Exercise sound independent judgment within general policy guidelines. Research, compile, analyze, organize and present technical and statistical information. Prepare and present concise written and oral administrative and technical reports, using good grammar and writing skills. Communicate clearly and concisely, both orally and in writing. Establish and maintain effective working relationships with those contacted in the course of the work. Gain cooperation through discussion and persuasion. Represent the County effectively in meetings with others and make presentations to various groups. Deal constructively with conflict and develop effective resolutions. Use and direct the use of computers word and data processing, and records maintenance. Perform required mathematical computations with accuracy. Education: High school diploma or GED equivalent. Experience: Two years of journey-level experience in the building trades and four years of experience comparable to that of a Senior Building Inspector in Alpine County. ---PAGE BREAK--- County Building Official Page 5 Other Requirements: Possession of a valid California driver’s license and have a satisfactory driving record. Possession of ICBO Building Inspector and Combination Inspector certificates. TYPICAL PHYSICAL REQUIREMENTS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Work is performed both indoors in an office setting, and out of doors on construction sites and other properties. Requires the ability to sit at desk and intermittently walk, stand, climb, balance, stoop, kneel, crouch, crawl and reach while performing office duties and/or field work; drive vehicles to meetings and inspections; traverse uneven terrain; lift and/or move up to 15 pounds frequently and up to 25 pounds occasionally; use hands to finger, handle, feel or operate objects, tools and controls. Must be able to maintain effective audio-visual discrimination and perception needed for making observations, communicating with others, reading and writing, and operating office equipment and hand tools. Must be able to use a telephone to communicate verbally and a keyboard to communicate through written means, to review information and enter/retrieve data, to see and read characters on a computer screen.
