The initial step involved updating the default HAZUS-MH data using State of Indiana data sources. The data utilized in the State hazard mitigation plan was provided to the planning team for their updates. The team provided changes to the critical facilities that were needed. Polis GIS made these updates and corrections to the HAZUS-MH data tables prior to performing the risk assessment. These changes to the HAZUS-MH inventory reflect a level two analysis. This update process improved the accuracy of the model predictions. The default HAZUS site specific data has been updated as follows: • The HAZUS defaults, critical facilities, including the essential facilities (schools, medical care facilities, fire stations, police stations, and EOCs) have been updated based on the most recent available data sources. All critical facilities have been reviewed, revised, and approved by local subject matter experts at each county. The county edits were made to the provided Allen Appendix. • The essential facility updates have been applied to the HAZUS model data. HAZUS reports of essential facility losses reflect updated data. The default aggregate General Building Stock (GBS) tables have been replaced with the most recent and/or accurate Assessor records. 2016 parcel records for Allen County were obtained from Department of Homeland Security (DHS) and then reviewed by the county for accuracy and updates. Indiana Department of Local Government and Finance provided the 2016 Allen County Assessor records. Parcel records without improvements (anything built on the land) and duplicate records with duplicate parcel were deleted. The parcel boundaries were converted to parcel points located in the centroids of each parcel boundary. Each parcel point was linked to an Assessor record based upon matching parcel numbers. The generated building inventory represents the approximate locations (within a parcel) of building exposure. The building inventory was used to update the GBS. Table D-1 lists the progression of the parcel match results. Missing Year Built values were populated from average values per Census Block. The following assumptions were made during the analysis: • Building inventory was also used for the tornado and hazmat overlay analysis. Given the strong correlation between parcel and Assessor records, this data was imported into HAZUS for earthquake and flood modeling as well. • Population counts are based upon 2.5 persons per household. The ratio was determined by dividing the county population counts by the number of residential buildings. Only residential occupancy classes are used to determine the impact on the local population. If the event were to occur at night, it would be assumed that people at home (not school, work, or church). • The analysis is restricted to the county boundaries. Events that occur near the county boundaries do not contain damage assessments from adjacent counties. • The critical facilities were updated based upon feedback from Allen County EMA personnel. GIS and Hazus-MH FEMA’s Pre-Disaster Mitigation (PDM) program is designed to provide assistance to local communities to develop and implement their hazard mitigation plan, thereby reducing risk to ---PAGE BREAK--- 326 property and lives. The initial multi-hazard mitigation plan (MHMP) for Allen County, Indiana was submitted to FEMA and approved in 2009. Existing Hazus-MH technology was used in the development of the vulnerability assessment for flooding and earthquakes. With the implementation of new technology and locally available parcel datasets, more accurate results are now available. Multi-hazard mitigation plan updates may document significant variances from the original MHMP. For this analysis, Hazus-MH generated a combination of site-specific (flood) and aggregated loss (earthquake) estimates. Aggregate inventory loss estimates, which include building stock analysis, are based upon the assumption that building stock is evenly distributed across census blocks/tracts. With this in mind, total losses tend to be more reliable over larger geographic areas than for individual census blocks/tracts. Site-specific analysis based upon loss estimations for individual structures. For flooding, analysis of site-specific structures takes into account the depth of water in relation to the structure. Hazus-MH also takes into account the actual dollar exposure to the structure for the costs of building reconstruction, content, and inventory. Damages are based upon the assumption that each structure will fall into a structural class, and structures in each class will respond in a similar fashion to a specific depth of flooding. Site- specific analysis also is based upon a point location rather than a polygon; the model does not account for the percentage of a building that is inundated. It is important to note that Hazus-MH does not a substitute for detailed engineering studies. Rather, it serves as a planning aid for communities interested in assessing their risk to flood, earthquake, and hurricane-related hazards. This documentation does not provide full details on the processes and procedures completed in the development of this project. Building Exposure Hazus-MH MR4 contains the base aggregated general building stock used for estimating building exposure. Hazus-MH MR4 contains aggregated general building stock updated to Dun & Bradstreet in 2014 and building valuations were updated to R.S. Means 2014. Building counts based on census housing unit counts are available for RES1 (single-family dwellings) and RES2 (manufactured housing) classifications instead of actual building counts. Jurisdiction Adoptions Adoption Date Jurisdiction Allen County City of Fort Wayne City of New Haven City of Woodburn Town of Grabill Town of Huntertown Town of Leo-Cedarville Town of Monroeville Town of Zanesville RESOLUTION OF THE CITY OF ADOPTION OF THE ALLEN COUNTY ---PAGE BREAK--- 351 ALL-HAZARD MITIGATION PLAN WHEREAS the City of has participated in the hazard mitigation planning process as established under the Disaster Mitigation Act of 2000; and WHEREAS, the Act establishes a framework for the development of a multi-jurisdictional County Hazard Mitigation Plan; and WHEREAS, the Act as part of the planning process requires public involvement and local coordination among neighboring local units of government and businesses; and WHEREAS, the Allen County Plan includes a risk assessment including past hazards, hazards that threaten the County, an estimate of structures at risk, a general description of land uses and development trends; and WHEREAS, the Allen County Plan includes a mitigation strategy including goals and objectives and an action plan identifying specific mitigation projects and costs; and WHEREAS, the Allen County Plan includes a maintenance or implementation process including plan updates, integration of the plan into other planning documents and how ALLEN County will maintain public participation and coordination; and WHEREAS, the Plan has been shared with the Indiana Department of Homeland Security and the Federal Emergency Management Agency for review and comment; and WHEREAS, the Allen County All-Hazard Mitigation Plan will make the county and participating jurisdictions eligible to receive FEMA hazard mitigation assistance grants; and WHEREAS, Allen County All-Hazard Mitigation Plan updates the existing Multi-Hazard Mitigation Plan adopted in (month/year); and WHEREAS, this is a multi-jurisdictional plan and cities and towns that participated in the planning process may choose to also adopt the County Plan. NOW THEREFORE, BE IT RESOLVED BY ALLEN COUNTY, INDIANA, that the City of supports the hazard mitigation planning efforts and wishes to adopt the Allen County Multi-Hazard Mitigation Plan.
