Questions and Answers RFP No. 2020-35 Posted December 17, 2020 The following information is provided as a result of question(s) posed by vendor(s): QUESTION 1: We are requesting clarification on lighting, as referenced in Section 1: Purpose of the RFP. Is the lighting referenced in this Section for the roadway, the sidewalk, or any installations/wayfinding elements? ANSWER 1: We have intentionally kept this open, because though there is traditional street lighting, decorative and other types of lighting may also be necessary in order to meet the project goals. QUESTION 2: Can you clarify the specific project boundary as referenced in Scope of Services Item A.3? ANSWER 2: The project boundary is defined as the intersections and streetscape of Colonie Street and Quay Street and Broadway and Quay Street. QUESTION 3: Does the City wish to have a member of the Consultant’s Team on site daily or weekly during the construction phase? ANSWER 3: No. QUESTION 4: Will you clarify if Pollution Liability Insurance is required? ANSWER 4: Yes, Pollution Liability Insurance is required because the selected Proposer(s) shall be involved in the construction phase(s), which is when a pollution event is most likely to occur. QUESTION 5: Pursuant to Section 14 of the RFP, “Each Proposer shall complete and submit with its, his, or her Proposal the ‘Non-Collusive Proposal Certificate’ and the ‘Acknowledgement’ found on pages 17 and 18 of this RFP.” Will this be the responsibility of the primary contractor or does each subcontractor have to submit an agreement? ANSWER 5: Each Proposer shall complete and submit the Non-Collusive Proposal Certificate and the Acknowledgement. Because the City is not entering into a contract with subcontractor(s), the subcontractor(s) need not submit these two forms unless the subcontractor(s) are submitting a Joint-Proposal with the primary contractor. In the case of a Joint-Proposal, the Joint-Proposers shall each submit their own Non-Collusive Proposal Certificate and Acknowledgement.
