Questions and Answers RFP No. 2020-30 Posted November 17, 2020 QUESTION 1: Page 4, Section 4.1 of the RFP states that the medical provider must be accredited in Occupational Medicine. Can you please clarify this requirement? Is a formal accreditation such as “Board Certification” required or is a Physician or Nurse Practitioner or Physician Assistant specialized in Internal Medicine (or related specialty) with training in Occupational Medicine acceptable? ANSWER 1: The latter is acceptable, meaning, a Physician or NP or PA specializing in Internal medicine with training in Occupational Medicine is acceptable to APD. Question 2: Page 5, Section 4.3 of the RFP states that a “sole coordinator” of appointments and reports should be designated. Can you clarify if the APD is seeking one single point of contact for scheduling, clarification, report management, etc.? ANSWER 2: APD is seeking one single point of contact to provide these services. The single point of contact may change throughout the term of the Agreement, so long as APD is put on notice of the change. APD is looking for a clear line of communication with the selected Proposer. QUESTION 3: Page 5, Section 6, Cost Proposal. Does the APD have a proposal format required for this section or should the proposer construct one? ANSWER 3: APD prefers to review cost proposals based on a price per fitness for duty evaluation and price per pre-employment evaluation. QUESTION 4: Page 5, Section 6, Cost Proposal. Should the cost proposal be included with the technical proposal or should it be submitted separately? ANSWER 4: The cost proposal may be submitted with the technical proposal. QUESTION 5: Page 4, Section 4.1 lists the type of services to be provided under this contract. Does the APD have a specific report form they would like completed for the Pre-employment exams? ANSWER 5: No. QUESTION 6: Page 4, Section 4, does the APD have a list of the components they would like included in the examinations? ANSWER 6: Yes. This will be communicated to the selected Proposer at the time of contract signing. QUESTION 7: Page 3, Section 3.1 H. Will the APD consider a per exam fee vs. an hourly rate for providing medical services? ANSWER 7: APD prefers to review cost proposals based on a price per fitness for duty evaluation and price per pre-employment evaluation. QUESTION 8: What is the anticipated annual volume of need medical evaluations? ---PAGE BREAK--- ANSWER 8: This fluctuates throughout the year and it is difficult to put a number on it. QUESTION 9: Is there a seasonal expectation of when evaluations will be needed? Would this be associated with training classes? If so what volumes would be expected? ANSWER 9: These services are needed on a year-round basis. QUESTION 10: What price is the City currently pay for these services? ANSWER 10: APD is charged approximately $125 to $140 per fitness for duty evaluations and approximately $200 to $250 for pre-employment evaluations. QUESTION 11: Who is providing these services? ANSWER 11: Access Health. QUESTION 12: How long have they been providing the services? ANSWER 12: Access Health has been providing these services to the City for the past fifteen years. QUESTION 13: Can you tell us the difference between 3.1 Hourly rates for providing medical services and 6.1 provide a cost proposal for providing all services above? ANSWER 13: There is no difference between the hourly rate required in Section 3.1 and the Section 6.1 requirement to provide a cost proposal. APD prefers to review prices quoted on a per evaluation basis. QUESTION 14: Number of employees/APD personnel covered by the agreement. ANSWER 14: This Agreement will cover sworn and non-sworn employees and that will be anywhere between 350 and 450 employees. QUESTION 15: Occupation of the employees/APD personnel covered by the agreement. ANSWER 15: This Agreement will cover sworn and unsworn employees, which includes, but is not limited to, police officers, data entry personnel, communications personnel, clerks, etc. QUESTION 16: APD’s current requirements for pre-employment physicals. ANSWER 16: The City expects the selected Proposer(s) to provide the City with suggested standards, which the City may choose to adopt, for pre-employment evaluations from an Occupational Medicine standpoint.
