There are several important city boards that meet regularly to make decisions about city issues. These meetings are also open to the public. Below are the schedules of some of them, where they meet and a contact person if you would like more information. Board of Contract & Supply Meets: At 1:30 PM on the day following regular Common Council Meetings Place: Mayor’s Conference Room, 1st floor of City Hall Purpose: To open and award city contracts Contact: John Marsolais 434-5092 Board of Estimate and Apportionment Meets: At 1:30 PM on the day following regular Common Council Meetings Place: Mayor’s Conference Room, 1st floor of City Hall Purpose: Reviews and makes changes to the city budget Contact: Hon. Thomas Nitido, Comptroller 434-5023 Board of Zoning Appeals Meets: At 5:30 PM on the second and fourth Wednesdays of every month Place: Common Council Chamber Purpose: Reviews and considers exceptions to the city zoning ordinance. Contact: Bradley Glass 434-2532 Historic Resources Commission Meets: At 5:30 PM on the first and third Wednesdays of the month Place: Common Council Chamber Purpose: Reviews changes to buildings in and near historic districts. Contact: Rich Nicholson 434-2532 Planning Board Meets: At 9:00 AM every third Thursday. Place: Common Council Chamber Purpose: Approves aspects of large scale projects Contact: John Szczesny 434-2532 Water Board Meets: At 8:00 AM on the third or fourth Thursday of each month Place: Mayor’s Conference Room, 1st floor of City Hall Purpose: Oversees the administration of the city’s water supply. Contact: Anthony J. Ferrara, Chair 434-5300 2008 COMMON COUNCIL MEETING DATES Red shaded dates are official meetings of the Common Council. Meetings begin at 7:00 PM in the Common Council Chamber. (A 6:30 Caucus precedes each meeting in the courtroom). Gray shaded dates are Common Council Caucuses. These are open to the public, but there is no public comment period. Caucuses begin at 5:30 and are held in the city courtroom. The city's legislative body, the Common Council is comprised of 15 members elected from each of the city wards, and chaired by the Common Council President, elected city wide. It is charged with setting governmental policy for New York's capital city. As President, I am committed to our council being open and accessible to city residents. Our meet- ings and caucuses, as well as meetings of the stand- ing and ad hoc committees, are open to the public. Your input is welcome and encouraged during the public comment period at all council meetings and at most committee meetings. You can find informa- tion in this brochure about when meetings take place and how to contact me and each council mem- ber. Please feel free to share with us your concerns and ideas for improving city life. Shawn M. Morris, President Let us know what you think Each Common Council meeting starts with a pub- lic comment period during which you may speak on any subject related to city government. Speakers are asked to keep their remarks to five minutes and will be called in the order in which they ask to speak. Public hearings are held on some city ordinances and take place before the public comment period. Speakers are asked to sign up to speak at the begin- ning of the hearing and will be called in order. The public hearing ends when all have been heard. Speakers are encouraged, but not required, to call the Clerk’s Office at 434-5090 in advance of a meeting. Hon. The President Pro Tem appoints standing and ad hoc com- mittees, assigns legislation and refers legislation and other matters to those committees. The President Pro Tem is assisted by the Majority Leader in these duties. On the Dais At Common Council meetings, five people sit on the dais. They are, from left: Cashawna Parker, Legislative Aide, keeps minutes of the meeting and assists speakers; John Marsolais, Clerk of the Council (and City Clerk), keeps official records; Shawn Morris, President of the Common Council; Barbara Samel, Research Counsel and Parliamentarian; Patrick Jordan, Assistant Corporation Counsel.
