Addendum No. 2 1 of 3 February 5, 2021 LINCOLN PARK AMPHITHEATER PROJECT CITY OF ALBANY, NEW YORK RFP 2021-04 ADDENDUM NO. 2 ADDENDUM CHANGES: The project will now include traffic signal and pedestrian safety improvements to four intersections around the Park. All work associated with these improvements will be paid for under a separate funding source. Total project budget for the intersection work, including all consulting fees, is $350,000. The selected consultant will be required to provide a separate cost to complete the design, bid and construction administration services for the work as outlined below: Section 5: Scope of Services Add the following to Section 5.2 Project Development Phase Traffic signal and Pedestrian Safety Improvements The selected consultant shall prepare preliminary design drawings sufficient for cost estimating to complete traffic signal and pedestrian safety improvements at the following locations 1. Morton Avenue/Martin Luther King Boulevard Intersection: a. Provide crosswalks on all legs. b. Replace ADA curb ramps on all four corners. c. Add pedestrian traffic signals for all four crossings, including conduits, pull boxes, pushbuttons, wire etc. d. Change traffic signal cabinet from current electromechanical to City approved equipment. e. Establish a new metered electric service and disconnect f. Provide new signal cable to the traffic signal heads, replace the existing traffic signal heads g. Assume the existing traffic signal poles will be reused. Notify the city if this is not possible. 2. Morton Avenue/Hawk Street Intersection: a. Provide ADA Curb ramps on north side of intersection along with south east and southwest corners. b. Add crosswalks on all legs. c. Install Rectangular Rapid Flashing Beacon (RRFB) or PSAP pedestrian crossing signs for eastbound and westbound lanes of Morton Avenue along with advance warning crossing signs. ---PAGE BREAK--- Addendum No. 2 2 of 3 February 5, 2021 3. Morton Avenue/Eagle Street intersection a. In 2012, the city of Albany contracted with Greenman Pedersen to complete a traffic signal design for this intersection. It is proposed to include these design plans and bid summary into the final bid documents. The selected consultant will be required to complete bid and construction phase services for this work. Prepare a construction cost estimate of the proposed signal improvements. Design plans have been included as Attachment No. 1 of this addendum. b. Check for compliance of ADA ramps at the intersection. c. Refresh crosswalks on all legs d. In 2020, the City of Albany completed a successful on-site mock up using traffic delineators to simulate curb extensions to improve pedestrian safety at this intersection. Provide a cost estimate the to install the new curbing to the limits shown in Attachment No. 2. 4. Eagle Street/Park Avenue Intersection a. Add pedestrian traffic signals, including conduits, pull boxes, pushbuttons, wire, etc, for all four crossings placed upon on foundations that will be designed and constructed by the City of Albany. b. Change traffic signal cabinet from current electromechanical to City approved equipment c. Use existing metered service and disconnect to power the existing traffic signal equipment d. Provide new signal cable to the traffic signal heads which will be replaced e. The existing traffic signal mast arm pole shall be reused. Provide a construction cost estimate, intersection by intersection and submit to the City for review. A final scope of services will be developed form the cost estimate. Section 5.3 - Design Development Phase: Revise paragraph 5.3.a to read as follows: a Prepare 75% completed drawings and specifications, defining all site layout, intersection improvements, construction materials, components, and details, for the project. Revise paragraph 5.3.c to read as follows: c A maintenance and protection of traffic plan shall be provided to address the requirements to maintain vehicular traffic during construction and for all work. ---PAGE BREAK--- Addendum No. 2 3 of 3 February 5, 2021 Section 5.4 - Construction Development Phase: Revise paragraph 5.4.d to read as follows: d. It is anticipated that all work with the exception of the traffic signal and pedestrian safety improvements this project will be bid on a lump sum basis. The traffic signal and pedestrian safety improvements will be bid on a unit price basis. Section 7 Cost Proposal Revise paragraph 7.3 to read as follows: 7.3 As identified in Section 3.2, the cost proposal shall be included in a separately sealed envelope within the proposal submittal such that it may be reviewed independently. Two separate costs shall be provided, one for the Amphitheater and one for the four intersections as outlined in Addendum No. 2. Survey Limits Clarification For this project, digital base mapping which was developed for the Beaver Creek Clean River Project will be made available. See drawing C-101 of Attachment B which was included in the original RFP, for this project for existing survey limits. As outlined in paragraph 5.2.b of the RFP, additional survey will be required to complete the Amphitheater project and the intersection improvements. As can be seen in See Attachment No. 3 of this addendum, the additional survey will be required in 4 areas as outlined below: Survey Area This area will include the proposed parking and traffic signal improvements at the Morton Avenue/Martin Luther King Boulevard intersection. Survey Area This area will include the proposed improvements at the overlook and pedestrian safety improvements at the Morton Avenue/Hawk Street intersection.
