Council Member Farrell, on behalf of the Committee on Finance, Taxation, and Assessment introduced the following, which was approved: ORDINANCE 27.102.20 (As Amended 11/16/20) AN ORDINANCE ADOPTING THE BUDGET AS PRESENTED BY THE MAYOR ON OCTOBER 1, 2020, FOR FISCAL YEAR 2021 The City of Albany, in Common Council convened, does hereby ordain and enact: Section 1. The budget as presented by the Mayor on October 1, 2020 is hereby adopted as and for the Budget of the City of Albany for fiscal year 2021 as herein amended: Net Fiscal Impact of the Above Changes $0 The total revenues and expenditures for the departments listed above and the city budget as a whole shall also be amended to reflect the above increases and decreases. TECHNICAL AND FORMATTING AMENDMENTS In addition to the foregoing amendments, the following technical amendments shall also be made to the budget document for clarity, consistency, and accuracy: A. On page 2, under Notable Changes, add a bullet for million tax levy increase.” B. On page 3, under Notable Changes, change the bullet that says “$1.7 million for the creation of a capital reserve fund. This fund will be used for the purchase of police vehicles, playground equipment, and other items not considered desirable for borrowing,” to “$1.7 million in capital reserve funds and cash capital projects. On page 36, Police Department, add an “HR Generalist II” position at a salary rate of $45,450. F. On page 48, add 1 Assistant Commissioner at $78,919 under the 2020 Adopted Budget column and remove the Chief of Staff – General Services position under 2020 Adopted Budget column. G. On pages 86, 87, 88, 89, and 93, change the Fire Department’s 2021 bond request to $1.05M ($300k reduction to ladder truck). H. On pages 90, 98, 104, 110, and 116, change the wording from “Capital Reserve Fund” to “Capital Projects Fund.” I. On page 96, change the wording in the chart at the top of the page from “Cash Capital” to “Capital Reserve Fund Deposit.” J. On page 138, add an annotation “Legislation has been proposed to remove the $50 late fee associated with the Waste Collection Fee and to instead make the Waste Collection Fee late penalty consistent with the manner in which late fees are charged and collected for late payments of real property taxes.” Section 2. It is hereby ordered and directed that the sums set forth therein as expenditures are hereby appropriated in the amounts and for the several departments, offices and purposes specified therein. Section 3. It is further hereby ordered and directed that the sums set forth therein as revenues and the moneys necessary to be raised by tax in addition thereto to pay the expenses of conducting the business of the City shall be and are hereby applicable in the amounts specified for the purpose of meeting said appropriations. Section 4. This ordinance shall take effect immediately.
