Questions and Answers RFP No. 2019-28 Posted September 17, 2019 Q: The scope seems very comprehensive relative to the budget of $51k. For example, the RFP requests that the consultant investigate soil depths along the shoreline, but the budget precludes geotechnical investigation beyond hand augering at a limited number of sites. What are your expectations for this and similar scope items? What are your priorities for the project? Is there any flexibility in the scope given the limited budget? A: The project scope was provided to us by the NY State Department of Environmental Conservation. In accordance with Section 8 of the RFP issued on September 9, 2019, proposals may include alternative matters or items not specified. Q: How did you develop the budget? Did you work with a consultant to develop the grant application? If so, who assisted you? A: The project is funded by the New York State Department of Environmental Conservation, Grant Number DEC01-T00645GG-3350000. Q: The RFP mentions other studies. Are these available for review prior to proposal submission? A: No. Q: We note the grant was won in 2018. What progress or work occurred between receipt of the grant and advertisement of this RFP? Was an RFP issued previously? If so, why wasn’t the work completed? A: No work was done previous to the issuance of the RFP.
