RFP 2020-19 ADDENDUM #3 July 24, 2020 The following information is provided as a result of question(s) posed by vendor(s): QUESTION 1: The RFP contemplates a review of data on “traffic stops, use of force, and other police officer/civilian interactions.” Does the City regularly compile such data? Does it include information on the race of civilians and police involved in the interactions? Would the contractor have access to individual reports or case files (e.g. traffic stops, use of force, civilian complaints) and, if so, would those individual reports or case files be available to be transmitted electronically? ANSWER 1. Yes, the City does compile data related to traffic stops, use of force, and other police officer/civilian interactions. The data regarding the race of civilians and police involved is compiled for use of force and other interactions, but it is not compiled for traffic stops. The selected Proposer will have access to the reports. The City of Albany Office of Audit and Control will work with the selected Proposer to determine the method for providing access to data and other pertinent information. QUESTION 2: While not specified as subject to review by the RFP, would the contractor have access to data, reports or case files of the Office of Professional Standards related to disciplinary actions against individual officers and data, reports or case files related to claims or litigation against the City of Albany by individuals claiming a right of action on the basis of abuse or misconduct by members of the Albany Police Department? In the event that only data would be available, does the data include information on the race of civilians and police involved in these cases? ANSWER 2.
